17. Basenji
The Basenji breed is over 5,000 years old and requires constant stimulation. These “barkless dogs” yodel instead of barking, making their communication hard to interpret. Basenjis weigh only 22–24 pounds but are energetic and need to run. Without enough activity or understanding from their owner, these cute dogs can become frustrated and act out.
